Members of the Authority are paid Category 4 fees* as follows:

*Departmental representatives and other public sector employees will not be paid any fees.
Michael Quinlan is the Managing Partner of the Dublin firm of Dixon Quinlan Solicitors. A native of Dublin, he has been in practice over 30 years since qualifying from Law Society in 1981. He has developed the practice to where it is today acting in a wide variety of areas, including Conveyancing, Probate, Defence Litigation and acting on behalf of Local Authorities in the Prosecution of Offences under Planning Legislation and breaches of Environmental Legislation. He is a former Chairman of the Law Society Regulation of Practice Committee. Michael is a Past President of the Law Society of Ireland and is a former President of the Dublin Solicitors Bar Association. He has been a Board member of the Courts Service and of the Irish Auditing and Accounting Supervisory Authority (IASSA). Michael still maintains his seat of the Council of the Law Society. He is a Practising Notary Public and a member of the Faculty of Notaries Public in Ireland.
Áine Myler is a Chartered Surveyor & Real Estate Consultant with over 30 years of industry and board-level experience. She regularly presents and chairs industry events and contributes to industry policy & regulatory submissions. Aine was formerly the Director General & Registrar of the Society of Chartered Surveyors Ireland (SCSI), Ireland's largest property & construction professional standards and regulatory body. She is a Fellow of the Society, a Fellow of the Royal Institution of Chartered Surveyors (RICS) and a former President of the Irish Auctioneers & Valuers Institute. Before joining the Society, Áine led and managed professional services agencies, often managing multi-disciplinary project teams. She holds a Master's Degree in Planning & Development Economics from TU Dublin and Professional Diploma in Arbitration from UCD.
Ella Dunphy established herself as a leading Auctioneer and Valuer in Kilkenny City and in the South East Region over the past 16 years. In 2013, Ella was elected to the Council of the Institute of Professional Auctioneers and Valuers and in 2018 was appointed as the first lady President of the Institute of Auctioneers & Valuers. Ella also sits on a committee with IT Tallaght involved with the setting of the modules for the Property Valuations degree course.
Emer Byrne is a Chartered Valuation Surveyor with a degree in science from UCD combined with an Auctioneering degree and a Masters in sustainable development from Technological University of Dublin. She has over 25 years' experience in the property sector across various sectors including development, valuations, significant infrastructure projects and asset management.
Martin Sisk has a Bachelor of Law degree and is a Solicitor by profession. Having previously worked for the Revenue Commissioners, he spent most of his career in Regulation both financial or otherwise as Registrar of Friendly Societies and subsequently as a senior official in the Central Bank of Ireland. Martin has previously served as Chairperson of VHI Healthcare and more recently as Chairperson of the Irish Auditing and Accounting Supervisory Authority ( IASSA ) and as Interim Chairperson of the State Examinations Commission. He also previously served as Independent External Board Member of the Office of Government Procurement ( OGP ) and as a Board Member of the Water Advisory Body ( WAB ), the Health Information and Quality Authority ( HIQA ), and the Charities Regulatory Authority.

Eugene Cummins retired as Chief Executive of Roscommon County Council in September 2022 and has almost 40 years of Local Government experience. Over the years Eugene has been involved in conciliation and arbitration processes, involving the acquisition of lands, for major infrastructural schemes, and in the recent past, has purchased lands for large housing development proposals. Eugene has resolved significant industrial relations disputes over the years and has defended the Local Authority's position (on many issues) in the Circuit and High Courts. He has broad corporate governance experience and is presently the Chairman of the Board of the Western Development Commission. Eugene has a BE in Civil Engineering and a Masters in Business Administration from Dublin City University.
Gordon Hughes has over 20 years' experience in the property sector having worked for a large Property Management Company in Dublin. He established his own property practice in 2001 in his native Ballinamore, Co. Leitrim. In 2017, Gordon expanded his business when he acquired the successful practice of John Fitzgerald Auctioneers in Ratoath, Co. Meath and rebranded the company as Fitzgerald Hughes. He has served as a County Councillor and has worked on the Board of HSE West, Border Regional Authority and Leitrim Enterprise Company.
Joan is a former senior partner with Deloitte, who has broad based strategic and public policy experience. She is a Government nominated member of the EU Tax Dispute Resolution Panel, a member of the Department of Public Expenditure Open Data Governance Board, chair of a Committee of the Legal Services Regulatory Authority for Complaints, and an independent Member of the Audit, Risk and Finance Committee of the Veterinary Council of Ireland. She is Past President of the Irish Tax Institute, a chartered accountant, FCA, and a chartered tax adviser, FITI. She was educated at Trinity College Dublin and the University of Oxford.
John Elliot is a former Registrar of Solicitors and Director of Regulation at the Law Society of Ireland. Prior to that he was a General Manager, Company Secretary and Law Agent at the former ACCBank following serving as a Senior Legal Adviser to investment company 3i Group in the UK. He is now the Chairperson of the Appeals Board of the Society of Chartered Surveyors Ireland and speaks on regulatory matters at international, national and regional legal conferences.
Orla Moran is a qualified Chartered Accountant with CAI and a Chartered Tax Advisor (CTA) with the Irish Tax Institute. Orla is also a qualified Barrister after completing a BCL (International) degree in University College Dublin and holds a Barrister at Law Degree from King's Inns Dublin. Orla has extensive experience in accounting, compliance, tax, regulatory and legal affairs.
